Abstract
Educational broadcasting is learning and gaining knowledge through the media. And, the media of educational broadcasting are radio and television. Community participation is one way educational broadcasting can develop rural communities. By involving the community, the people in the community are empowered in the ability to debate issues and be part of decision-making in community matters. Community radio develops rural communities because it gives the people in the community better self esteem, confidence and a belief in themselves. It develops and builds capacity through development of people at a personal level through training and participation. Members of the community can also play important roles as board members, programming committee members, marketing management committees members and in other decision-making process and through this develop a sense of the real issues, needs and priorities that affect their community and are able to propose solutions to community problems. This paper aims at identifying the elements of community development and how it plans educational programming for community development. It x-rays the community radio approach to community development and concludes that educational broadcasting, if properly managed, can become agents of development and change in the community.
