Abstract
The term “development” is one concept that has generated a lot of controversies among scholars because of its “many- sided” outlook. Some scholars view it from economic perspective, while others see it from social, political, environmental or technological perspective. However, irrespective of the perspective development connotes an improvement in the quality of life of the people involve – Most development programs failed to accomplish target goals because initiators waste time on talking about the programme rather than devising ways of mobilizing people for the success of such programmes. Also, most development projects are ‘foreign” to the beneficiary communities hence their rejection of such programmes. This paper explores how “truly” indigenous development programmes that would be acceptable to the local majority could be developed. It also considers the strategies of achieving optimum local participation in such programmes through the use of traditional media of information dissemination.
